Nice one tengu, but for starters let's say, there are about 2 Dispatch companies who have taken contract from the same BOE so I am sure that the ALT's pay should be roughly similar, but there is a huge difference of close to 5万円。 Is pay regulated by the BOE or by the dispatch companies?
Japan is not what it seems like it is. Companies are skimming money as much as they can with out getting caught. I guess that's the art of Modern Business.
Don't be sure of anything young grasshopper. Pay to the ALTs is decided by the despise companies.
Just because the end product is different doesn't mean the ingredients aren't the same, however there may well be some discrepancy between the the BOE and said despise company. Maybe the BOE want to test the waters with a cheaper company without committing themselves to a full load. Maybe some schools were ecstatic with one of the despise companies and don't want to rock the boat, could be that one of the despise companies has a multi year contract for some positions. There are lots of factors to consider, but the fact remains that if a despise comapny is involved THEY alone decide what the ALT gets.
If you want to know the exact details go to the city hall and get copies of the contracts, you will probably find that the despise company paying the lesser salary gets less than the other company. I would hazard a guess that the lower paying company is getting about 4.1-4.7M円 a year whereas the other is getting maybe 4.5-5.2M円, hard to guess without contract details (holiday pay, contract length etc etc). I would bank on the following though.
The employees
1. Don't get proper holidays
2. Don't have their pension paid into.
3. Aren't offered 社会保険 (shakaihoken)
4. Aren't given a set 1 hour break every day.
5. Are getting their contracts cut from 1 year to 360 days ( ask the employer why)
6. getting unemployment paid (I'd be surprised if all 派 遣会社 hakengaisha are doing this yet, even though they are legally required to since May this year I think)
All one needs to remember is that if you work for a despise company, you are nothing but meat, to be bought, sold, chopped, roasted, eaten and finally shat out in a ceramic pit.
Know your rights, join a union if need be.
