The Labor Office "urged" the company to pay the employee's. I point that out as to further reinforce that while the Labor Office does get involved with pay and contract disputes there are times when it appears their bark is backed by no bite.

Temp agency fails to pay Y100 mil in wages to 1,000 workers

A combined 100 million yen in wages remains unpaid to some 1,000 dispatch workers by a temp agency in Tokyo that became cash-strapped in the wake of the March 11 earthquake disaster, sources close to the issue said Saturday.

While an official at the agency’s headquarters declined to comment, a labor standards supervision office in Tokyo urged it earlier this month to pay all of the outstanding wages, according to the sources.

A labor union has also started negotiations with the agency to seek payment of the money.

According to the union, the agency sent e-mails to the workers saying, ‘‘It has become temporarily difficult securing funds from financial institutions in the aftermath of the disaster.’‘

It admitted during the negotiations that the total amount of unpaid salaries stood at around 100 million yen as of May 15 at its offices in Tokyo, Sapporo, Sendai, Niigata, Shizuoka, Nagoya and Osaka.

Among the workers who have not received their salaries, a 33-year-old man is awaiting payment of 420,000 yen while a 24-year-old man is owed 350,000 yen. They said the unpaid wages threaten their livelihoods.
