In my district all the schools use the same English textbooks, 27 or so different JHS's, and according to one JTE, they rotate textbooks with different publishers of course, to keep them all in business.
Oh and where I am at as well instituting a new textbook series takes 3 years, next year only the 1st year kids get the new one's and the returning students, 2nd and 3rd year, keep the old one's, for here that means New Horizon vs Total English. Usually here as well textbooks are rotated every 5 years.
I actually feel sorry for the teachers that have to teach more than one grade and have to use two different textbooks to teach their classes. At least with the same series it's easier to follow along.
