cold medicine OR alcohol?

I turned on the TV last night and happened to catch Japan's finance minister on the news. I didn't understand what was going on but it looked like he was drunk...

Then, I stumbled upon this little article in the BBC.

Either one, it's pretty hilarious! Me wants me some of that delikable cold medication!!

Yes, what a load of bu+#&# sh#t! (re it was only cough medicine)

of course it was from drinking! as he was on camera a few hours before and he was OK. And likewise after! How stupid does he think we are?
I have never seen anyone act like that from taking cough medicine, but seen 1000's of people like that from drinking!

plus he has a record of doing this kind of thing (he has a drinking reputation)

I think the body language of the 2 guys on either side said everything. They weren't concerned for his health, but embarassed! (thats how they looked to me)
