The government seems to disagree with you, is it done differently in Okinawa?

Hey Tengu, it's not good enough. Why did you not read what was written below?

2. Statuses of residence without restrictions on activities in Japan

VISA CATEGORY Status of residence term of residence Activities authorized to engage in
NO VISA GIVEN Permanent Resident indefinite Those who are granted permanent residence by tbe Minister of Justice. Application for Permanent Resident status is not possible at overseas Japanese diplomatic establishments.

Even the Sakura Legal Office seems to agree with Paul. Seems like only you have a different opinion. lol

Hello, the sakura link doesn't use the word VISA once........

Did you notice how on the link I originally posted each and every STATUS OF RESIDENCE has an applicable VISA CATEGORY..............oh wait, PERMANENT RESIDENT status says NO VISA GIVEN, are you suggesting that the name of the visa given to those with permanent residence status is "NO VISA GIVEN"???

........I was right, you misinterpret the meaning of discussion..................

anyways, this is way off topic now, I've searched but can't find anything about residence in Okinawa being different to that of the mainland, maybe you could help me out with that.
